Lived Experience, Proven Expertise
Our firm was founded by Ms. Toby Cooper. Ms. Cooper holds an MBA (Master in Business Administration) with an emphasis in IT, (Information Technology). Ms. Cooper has real estate experience as a licensed realtor in multiple states. Our Team has extensive hands on experience with unraveling barriers related to heirs property. Cooper Community Initiatives, Inc. has expertise with heirs properties that are owned by over 50 heirs, and we have hands on experience with heirs properties that have been in existence since 1919.
In the U.S.A. (United States of America) nationwide emancipation of slavery of Africans Americans took place in 1865. African American heirs property is extensively tied to the crippling black codes that were implemented in the U.S.A. which disenfranchise African-Americans. In the U.S.A., during and after slavery, laws were put in place that prohibited African Americans from being taught to read or write. As the enslaved African Americans were freed many obtained ownership of land.
The majority of these freed African Americans were illiterate. Their illiteracy caused them to be unable to implement written wills, resulting in the property being passed on to future generations of heirs. Because of hundreds of years of discrimination and disenfranchisement against African Americans a large percentage of African American land ownership today, is heirs property.
In the early 20th century African Americans owned appx 14 to 16 million acres of land in the U.S.A. As of 2026, Africans-Americans own approximately 1 to 2.5 million acres of land. It is estimated by economists that African American's tremendous lost in land has resulted in approximately $326 billion lost in generational wealth.
One of the leading causes of this tremendous land lost among African Americans is heirs property. Many African American owners or heirs property are underprivileged, and do not have the financial means to buy out the fractionalized land from other heirs, which leaves the land vulnerable to court ordered sale under the Uniform Partition of Heirs Property Act (UPHPA). The UPHPA has resulted in countless African American families losing ownership of their land.
